The City of Milwaukee Rent Assistance Program Housing Quality Standards (HQS) are established by the Department of Housing and Urban Development (HUD) to assure program participants decent, safe and sanitary housing. The HQS incorporates lead inspections and risk assessment regulations. Federal law requires that dwelling units built before January 1, 1978 must be inspected in order to determine lead paint hazards for units with children 6 years old or younger and children with elevated blood lead levels. During the inspection process, the inspector will look at all painted surfaces to see if any of the paint is chipped or peeled, and will look for loose paint chips and dust as well. If these conditions exist, the owner must clean and repaint these areas using safe work methods. After completion of any necessary repairs, the inspector will return to see that the work has been completed in accordance with State of Wisconsin regulations.
