The Housing Authority of the City of Milwaukee offers programs to assist low-income persons in becoming homeowners. You can learn more about the programs below.

Section 32 Homeownership Program (HACM Residents)

This program is for HACM residents who are living in a City of Milwaukee Public Housing unit. Participants can purchase a newly rehabbed, single family home for appraised value and may receive grants and subsidies to assist with the purchase price and/or down-payment. To qualify, Residents must:

  1. have an income of at least $15,000 per year.
  2. currently live in a HACM public housing unit.
  3. have income that is at or below 80% of the median county income.
  4. be a first time homebuyer or not have owned property in the past three years (unless displaced through death or divorce).
  5. be current with rent and compliant with all lease obligations.
  6. Forgivable second mortgages, up to $25,000, are only available to eligble buyers who purchase a HACM home.

Section 32 Homeownership Program (Non-HACM Residents)

This program is for those who are not currently in public housing, but who are public housing eligible. (i.e. someone who is on the Rent Assistance or Public Housing waiting list or someone who is low income). Participants can purchase a newly rehabbed, single family home for appraised value and may receive grants and subsidies to assist with the purchase price and/or down-payment. To qualify, applicants must:

    1. must have an annual income of at least $15,000.
    2. have income that is at or below 80% of the median county income.
    3. be a first time homebuyer or not have owned property in the past three years (unless displaced through death or divorce).
    4. meet other non-financial criteria outlined on the application.
    5. Forgivable second mortgages, up to $25,000, are only available to eligible buyers who purchase a HACM home.
