In 2010, the Wisconsin Housing and Economic Development Authority (WHEDA) awarded HACM $76 million in Low-Income Housing Tax Credits (LIHTC) to begin redevelopment of the east side of Westlawn. It was the largest LIHTC award in state history. Purchased in 2011 by PNC Bank, the tax credit investment and additional funds made possible the modernization of Wisconsin's largest and one of Milwaukee's oldest affordable housing communities. Westlawn Gardens has been recognized as a world model for healthy and sustainable neighborhood design. In 2013, it was certified LEED-ND Stage 3 Silver (v2009), the highest LEED-rated neighborhood in the world at the time. It also received LEED Platinum for Homes certification in 2013, the first such certification in the City of Milwaukee and one of only six such certifications in the State of Wisconsin. The neighborhood has an extensive storm water management system and other innovative energy efficiency features, including Milwaukee’s first streetlight system that utilizes LED lighting.
