WESTLAWN NEIGHBORHOOD REVITALIZATION

Economic Opportunity
The Housing Authority is working to ensure that the redevelopment of Westlawn provides an economic boost for residents, businesses and the surrounding neighborhood while maintaining the availability of high-quality affordable housing for years to come. Through its Emerging Business Enterprise (EBE) and Section 3 programs, HACM is connecting low-income workers and emerging businesses to work and contracting opportunities at the Westlawn worksite.

For over 15 years, the Housing Authority's EBE program has worked to add value to the economy by engaging private and public sector partners to help build the capacity of minority-owned, women-owned and disadvantaged businesses to create new jobs and sustain current employment. The EBE program has worked aggressively to ensure that EBE's have access to the contracting process and capacity to win and complete contracts.

   
   
     
           
     

Section 3 Participation
The Housing Authority's Section 3 program seeks to foster local economic development, neighborhood economic improvement, and individual self-sufficiency by providing employment and contracting opportunities for low- or very-low income residents in the Milwaukee metropolitan area. HACM negotiated commitments from Westlawn contractors to hire Section 3 workers at the site, promoted job opportunities to residents, and hired a third-party Section 3 and Emerging Business Enterprise (EBE) to monitor Section 3 compliance.
